Diagnóstico prospectivo estratégico del municipio Gibara

Abstract

Los Lineamientos de la Política Económica y Social del Partido y la Revolución aprobados en el VI Congreso del Partido y actualizados en el VII Congreso, le confieren a los territorios una primordial importancia en los procesos de desarrollo y en la elevación del nivel y calidad de vida de los pobladores, por ello el Gobierno en la provincia de Holguín solicitó realizar los diagnósticos prospectivos estratégicos en los municipios de la provincia, desarrollándose el trabajo de Diploma titulado: Diagnóstico prospectivo estratégico del municipio Gibara, donde a pesar de la existencia del diagnóstico, el mismo carece del uso de métodos técnicas y herramientas que sirvan de base para la elaboración de la Estrategia de Desarrollo del Municipio(EDM) Gibara. El proceso de planificación tiene como punto de partida la realización de diagnósticos que reflejan la problemática de la situación actual, sus causas, tendencias, e implicaciones para el futuro, de ahí la importancia del diagnóstico por lo que se plateó como problema científico a resolver: ¿Cómo favorecer la elaboración de la estrategia de desarrollo del municipio de Gibara?. La presente investigación tuvo como finalidad conocer la situación actual del territorio, que permita tomar decisiones en busca de alcanzar el futuro deseado teniendo en cuenta la realidad de los factores internos y externos que influyen en el logro de los objetivos.

The present investigation had as purpose to know the current situation of the territory that allows to make decisions in search of reaching wanted futures and convenient, keeping in mind the reality of the internal and external factors that you/they influence in the chievement of the objectives
