La Gestión del proceso de aseguramiento material y financiero. Aplicación Sede Oscar Lucero Moya de la Universidad de Holguín

Abstract

En la actualidad, las organizaciones y dentro de estas las Instituciones de Educación Superior (IES) se ven sometidas a retos, desafíos y presiones a los cuales tienen que responder con alto grado de creatividad y flexibilidad. Tras estos significativos cambios, las IES concuerdan en reconocer la significación que posee la optimización de los recursos materiales, humanos y financieros que permitan la mejora continua de los resultados de los procesos sustantivos universitarios. Por lo que la presente investigación tiene como objetivo, desarrollar un procedimiento con enfoque sistémico e integrado para la gestión del proceso de aseguramiento material y financiero en IES. El trabajo se estructura en tres capítulos, el primero sustenta el marco teórico práctico referencial de la investigación, donde se analizan elementos esenciales de la gestión del proceso de aseguramiento material y financiero en IES, su impacto en las condiciones de estudio, trabajo y vida. El segundo muestra la propuesta de procedimiento, el cual se corresponde plenamente con los sistemas de evaluación y acreditación del Sistema Universitario de Programas de Acreditación (SUPRA). La aplicación realizada en la sede Oscar Lucero Moya (OLM) de la Universidad de Holguín permitió conocer las principales dificultades que afectan a la comunidad universitaria, entre estas: insuficiencias en la conexión a Internet, instalaciones hidrosanitarias, áreas deportivas, deficiente disponibilidad financiera en CUP. Para su solución se propone un plan de acción con el objetivo de mejorar las condiciones de estudio, trabajo y vida y por tanto el desarrollo adecuado de los procesos sustantivos universitarios.

The second one shows the procedural proposal, which loves one another completely with the systems of evaluation and Acreditación's accreditation of Programas's University System (APUS). The application accomplished at the headquarter Oscar Lucero Moya (OLM) of the University it allowed knowing the principal difficulties that affect the university community, between these of Holguín: Insufficiencies in the connection to Internet, installations hydrosanitaries, sports areas, deficient financial availability in CUP. For its solution, you can set a plan of action with the goal of improving the conditions of study for the solution, work and life, therefore the suitable development of the substantival university processes.
