Diagnóstico socioeconómico como punto de partida para el ejecicio de la planificación con carácter participativo. El caso Fray Benito

Abstract

El aprovechamiento de la experiencia participativa local acumulada en el proceso cubano, es el punto de partida para activar las potencialidades de los consejos populares en el desarrollo municipal, propiciando las capacidades de autogestión y planificación territorial desde la base. Esto lleva a un nuevo tipo de participación, donde los ciudadanos asuman la parte de responsabilidad que les toca en la identificación ysolución de sus problemas. Más, en la bibliografía consultada no se aprecian antecedentesde diagnósticos participativos con este propósito en consejos populares. Es por ello que la presente investigación tiene como objetivo diagnosticar el Consejo Popular Fray Benito que permita identificar los problemas socioeconómicos a considerar en la concepción de la estrategia de desarrollo como basepara el proceso de planificación territorial participativa. En el análisis teórico se analiza desde los orígenes, definiciones y conceptos, hasta los modelos, metodologías, instrumentos e indicadores actuales para diagnosticar el desarrollo territorial desde la perspectiva de la planificación, con vistas a la argumentación de políticas y estrategias de desarrollo a esta escala. Se aplicó un instrumento para el diagnóstico del consejo popular, que incorpora articuladamente herramientas estadísticas-matemáticas y métodos de participación exploratoria, que permitieron identificar 9 problemas latentes de diferentes naturalezas, desde el punto de vista de las dimensiones del desarrollo local. Se definió el objetivo fundamental que debe estar incorporado a la estrategia de desarrollo del municipio Rafael Freyre y la propuesta de los actores que se deben involucrar para la solución de los problemas y el cumplimiento del objetivo de desarrollo.

The use of the experience local participations accumulated in the Cuban process is the starting point to activate the potentialities of the popular advice in the municipal development, propitiating the capacities of self-management and territorial planning from the base. This takes to a new participation type, where the citizens assume the part of responsibility that its plays them in the identification and solution of their problems. Plus, in the consulted bibliography they are not appreciated records of diagnostic participative with this purpose in popular advice. Because of that the present investigation has as objective to diagnose the Popular Council Fray Benito that allows to identify the socioeconomic problems to consider in the conception of the development strategy like base for the process of planning territorial participative. In the theoretical analysis it is analyzed from theorigins, definitions and concepts, until the models, methodologies, instruments and current indicators to diagnose the development in territorial from the perspective of the planning, with a view to the argument of political and development strategies to this scale. An instrument was applied for the diagnosis of the popular advice that incorporates tools statistical-mathematics and exploratory equity methods that allowed to identify 9 latent problems of different natures, from the point of view of the dimensions of the local development. Was defined the fundamental objective that should be incorporate the strategy of development of the Rafael Freyre municipality and the proposal of the actors that should be involved for the solution of the problems and the execution of the development objective.
