Procedimiento para la gestión integrada de administración pública y desarrollo local de un municipio

Abstract

Con el fin de dar cumplimiento a lo establecido en los lineamientos 35, 36 y 37 pertenecientes al proyecto final de los Lineamientos de la Política Económica y Social del Partido y la Revolución, se realiza la presente investigación con el objetivo principal de diseñar un procedimiento que permita integrar las funciones de la administración pública a las dimensiones del desarrollo local, con vistas a asegurar el desarrollo de la localidad y el bienestar de la sociedad. Durante la investigación se aplicaron diferentes técnicas como: revisión de literatura y documentación especializada. Los datos obtenidos fueron validados a través de un análisis clúster. En la ejecución de la investigación se llevó a cabo el trabajo en grupo así como la aplicación de encuestas a diferentes expertos en el tema las cuales fueron validadas a través del método Delphi. Los resultados obtenidos permiten proponer un modelo teórico que refleja la lógica a seguir en el proceso de administración pública del desarrollo local de un municipio y permitirá a los gobiernos municipales planificar de forma integral el proceso de desarrollo local así como diagnosticar las oportunidades de desarrollo del mismo.

With the purpose of giving execution to that settled down in the limits 35, 36 and 37 belonging to the final project of the Limits of the Economic and Social Politics of the Party and the Revolution, he/she is carried out the present investigation with the main objective of designing a procedure that allows to integrate the functions from the public administration to the dimensions of the local development, with a view to assuring the development of the town and the well-being of the society. During the investigation they were applied different technical as: literature revision and specialized documentation. The obtained data were validated through an analysis clúster. In the execution of the investigation it was carried out the work in group as well as the application of surveys to different experts in the topic which were validated through the method Delphi. The obtained results allow to propose a theoretical model that reflects the logic to continue in the process of public administration of the local development of a municipality and it will allow the municipal governments to plan in an integral way the process of local development as well as to diagnose the opportunities of development of the same one.
