La Evaluación del desempeño empresarial basado en indicadores de eficacia y eficiencia en la filial del Fondo Cubano de Bienes Culturales en Holguín

Abstract

Elevar la eficiencia y eficacia constituyen grandes retos a los que se enfrentan actualmente los sistemas empresariales cubanos debido a la inestabilidad y turbulencia de los mercados, como consecuencia de esto las exigencias de los clientes se incrementan; implicando que el sector empresarial cubano debe dirigir sus esfuerzos en trazarse metas encaminadas a satisfacer las demandas del entorno. Para alcanzar este propósito los directivos deben utilizar herramientas que permitan diagnosticar los niveles de desempeño de la organización y en función de los resultados definir las estrategias a seguir. Como parte del sistema empresarial del territorio holguinero, se encuentra la Filial del Fondo Cubano de Bienes Culturales perteneciente al Ministerio de Cultura. Esta durante los años 2017 y 2018 presentó deficiencias en su funcionamiento; motivo por el cual se decidió desarrollar la presente investigación, con el objetivo evaluar su desempeño a partir de indicadores de eficacia y eficiencia. Como resultado se determinó que se incumplieron objetivos de trabajos relacionados con la Gestión de Calidad y Ambiental, insatisfacciones de los clientes respecto a variedad y precios, inestabilidad de suministros. En función del diagnóstico se proyectaron las alternativas de mejoras. El cumplimiento de este objetivo se garantizó a través del empleo de diversos métodos teóricos, empíricos y técnicas entre las cuales se pueden mencionar: observación directa, revisión documental, análisis económico - financiero, trabajo en grupo y método de concordancia de Kendall.

Raising the efficiency and effectiveness constitutes bigs challenges that the Cuban enterprises system have to face actually due to the instability and turbulence of the markets, as well as the demands of the clients increase; It implies that the cuban enterprises sector should direct its efforts and set goals directed to satisfy the demands of the environment. To achieve the objectives the executives most use tools to diagnose the levels of development in the organization and in function of the results define the strategies to follow. As part of the enterprises system of the Holguín territory, there is the Subsidiary of the Cuban Fund of Cultural Assets belonging to the Ministry of Culture. This during the years 2017 and 2018 presented deficiencies in its functioning; so it was decided to develop the present investigation, in order to evaluate the performance beginning with indicators of effectiveness and efficiency. As a result it was determined that the objectives of work related to Quality and Environmental Management were unredeemed, customer dissatisfaction with respect to variety and prices, instability of supplies. Depending on the diagnosis, the improvement alternatives were projected. The fulfillment of this objective was guaranteed through the use of various methods theoretical, empirical and techniques among that it can be mentioned: direct observation, documentary review, economic-financial analysis, group work and Kendall's method of agreement.
