Propuesta de un esquema analítico para la argumentación de los Presupuestos Locales

Abstract

A partir de la necesidad de estudiar a profundidad y de manera más general la problemática de la planificación y orientación de los gastos de los presupuestos locales, con vista a la estabilización de la estructura es que se realiza la presente investigación. La Resolución No.188/07 del Ministerio de Finanzas y Precios establece y describe el proceso a seguirpara la conformación de los presupuestos, la cual enuncia 2 etapas para la conformación del mismo, Etapa I: Diagnóstico territorial para la conformación de los escenarios locales y la Etapa II: Metodología para la conformación del anteproyecto, sin embargo se constata una ausencia de instrumentos que permitan diagnosticar y conformar escenarios en el territorio con un enfoque de sistema, limitando la argumentación de los gastos del presupuesto con una argumentación científica y el proceso de toma de decisiones en lo referente a la orientación y cuantía de los gastos presupuestarios. Por todo lo expuesto, la investigación titulada “Propuesta de un esquema analítico para la argumentación de los presupuestos locales“, tuvo como objetivo diseñar un esquema analítico para el estudio delas localidades, que garantice la argumentación de los gastos del presupuesto. Se utilizaron diversos métodos científicos de investigación, los cuales permitieron guiar la misma con un enfoque dialéctico-materialista, que se concretaron en el resto de los métodos, así como la utilización de técnicas empíricas para la concreción del objeto. Entre los principales resultados obtenidos está, el aporte de un esquema analítico, que analiza el territorio desde un enfoque sistémico, que parte de la caracterización de la localidad, el diagnóstico a nivel mesoecoconómico y de cada sector presupuestado con un grupo de indicadores que operacionalizan dichas variables, finalmente se determinan las necesidades del territorio a ser analizadas para la planificación de los gastos en el año fiscal.

Starting from the necessity of studying to depth and in a more general way the problem of the planning and orientation of the expenses of the local budgets, with view to the stabilization of the structure are that it´s carried out the present investigation. The Resolution No.188/07 of the Ministry of Finances and Prices settle down and it describes the process to continue for the conformation of the budgets, which enunciates 2 stages for the conformation of the same one, Stage I: Diagnostic territorial for the conformation of the local scenarios and the Stage II: Methodology for the conformation of the preliminary design, however an absence of instruments is verified that allow to diagnose and toconform scenarios in the territory with a system focus, limiting the argument of the expenses of the budget with a scientific argument and the process of taking of decisions regarding the orientation and quantity of the budgetary expenses. For all was exposed, the titled investigation "Proposal of an analytic outline for the argument of the local budgets", it had as objective to design an analytic outline for the study of the towns that guarantees the argument of the expenses of the budget. Diverse scientific methods of investigation were used, which allowed to guide the same one with a dialectical-materialistic focus that they were summed up in the rest of the methods, as well as the use of technical empiric for the concretion of the object. Among the main obtained results it is, the contribution of an analytic outline that analyzes the territory from a systemic focus that leaves of the characterization of the town, the diagnosis at level mesoecoconómico and of eachsector budgotten with a group of indicators that variable this operacionalization, finally the necessities are determined from the territory to be analyzed for the planning of the expenses in the fiscal year.
