Sistema de indicadores para medir el emprendimiento como competencia del capital humano en el sector no estatal en el territorio holguinero

Abstract

La investigación que se muestra a continuación, tiene como propósito la presentación de una propuesta de sistema de indicadores que permiten medir el emprendimiento como competencia del capital humano, susceptible a desarrollarse en todos los sectores económicos de un territorio. Estructurada en dos capítulos, donde el primero sustenta el marco teórico referencial de la investigación, se abordan fundamentos teóricos del emprendimiento, la gestión por competencias, se analiza la importancia de los sistemas de indicadores para medir resultados, además de realizarse un diagnóstico del emprendimiento como competencia del capital humano en actividades seleccionadas del sector no estatal donde se detectan un conjunto de limitaciones que frenan el desarrollo de la competencia emprendedora. En el segundo capítulo, se muestra la aplicación de instrumentos para la creación de los indicadores, los resultados obtenidos posibilitaron conocer las variables que conformarían cada indicador y la importancia de las dimensiones según los expertos, donde planeación resultó ser la de mayor importancia seguida de innovación, realización y poder, en este orden se asigna una ponderación a cada una para conformar la fórmula del indicador general. Se aplica la propuesta de indicadores en dos negocios eleccionados, por pertenecer al grupo de negocios que más aporta al presupuesto del estado, se aprecia que el indicador de realización emprendedora no tiene buenos resultados aunque de forma general en el resto presentan un porciento aceptable. Por último se proponen medidas para reducir el impacto las limitaciones detectadas a lo largo de la investigación.

The investigation that is shown next, has as purpose the presentation of a proposal of system of indicators that you/they allow to measure the entrepreneurship, like competition of the human capital, susceptible to be developed in all the economic sectors of a territory. Structured in two chapters, where the first one sustains the mark theoretical of the investigation, theoretical foundations of the entreprene urship, are approached, the administration for competitions, the importance of the systems of indicators is analyzed to measure results, besides being carried out a diagnosis of the entrepreneurship, like competition of the human capital in selected activities of the non-state sector where they are detected a group of limitations that you/they brake the development of the venturesome competition. In the second chapter, the application of instruments is shown for the creation of the indicators, the obtained results facilitated to know the variables that would conform each indicator and the importance of the dimensions according to the experts, where planning turned out to be that of bigger importance followed by innovation, realization and power, in this order a ponder is assigned to each one to conform the formula of the general indicator.
