Instrumento para el diagnóstico socioeconómico participativo como punto de partida para el ejercicio de la planificación territorial.

Abstract

A partir de la necesidad de disminuir las limitaciones en la planificación territorial y de incorporar un carácter más participativo a dichos estudios es que se realiza la presente investigación, que tiene comoobjetivo, diseñar un instrumento para el diagnóstico socioeconómico participativo como punto de partida para el ejercicio de una planificación más objetiva desde la perspectiva territorial. Para cumplimentar este objetivo se aplicaron diferentes métodos científicos de investigación: del nivel teórico el dialéctico – materialista, histórico lógico, el análisis – síntesis y la inducción – deducción; del nivel empírico, el análisis documental, consulta a expertos, y el método estadístico matemático. La realización del mismo tiene suma importancia, pues se le indica al gobierno del municipio, los consejos populares por orden jerárquico y de prioridad con mayores dificultades para el desarrollo, lo cual constituye la base del diseño e instrumentación de estrategia, objetivos, políticas públicas o programas de desarrollo.

To leave of the necessity of diminishing the limitations in the territorial planning and incorporating a character more participative to this studies is that it’s is carried out the present investigation, it’s has as objective, to design a procedure for the diagnostic socioeconomic participative like point of departure for the exercise of the most objective planning from the territorial perspective. To execute this objective, the scientific methods of investigation were applied, of the theoretical, dialectical level - materialistic, the analysis - synthesis, the induction - deduction and the historical one logical; de the empiric level,the documental analysis, consults to experts, and the mathematical statistical method. The realization of the same one has supreme importance, because it’s is indicated the government of the municipality the popular advice for hierarchical order and of priority with more difficulties for the development, that which constitutes the base of the design and instrumentation of strategy, objectives, political public or you program of development.
