Selección participativa de problemas en el municipio Rafael Freyre como base para la elaboración de la estrategia de desarrollo.

Abstract

La necesidad del aprovechamiento de los canales de participación ciudadana representa un punto de partida para activar las potencialidades de los municipios, favoreciendo la capacidad de autogestión y planificación desde la base, que articulen y enriquezcan los procesos de gestión pública municipal. El proceso de planificación persigue alcanzar el desarrollo de los municipios en términos de identificar y diseñar las vías y acciones para lograrlo. Ser partícipes en la planificación, mejora la calidad del proceso de identificación de problemas a ser resueltos a través de la estrategiade desarrollo.En consecuencia con lo anterior, esta investigacióntuvo como objetivo identificar los problemas del Municipio Rafael Freyre a considerar en la concepción de la estrategia de desarrollo como base para el proceso de planificación territorial participativa. Para dar cumplimiento al objetivo de la investigación se emplearon diferentes métodos empíricos y teóricos como el histórico – lógico, el análisis y la síntesis; además de las técnicas y herramientas correspondientes, encuestas y programas estadísticos, teniendo en cuenta el criterio de expertos en el tema. Como resultado se obtuvo un listado de los principales problemas que inciden negativamente en el desarrollo del municipio, las causas y consecuencias relacionadas con cada problema que sirven como base para el diseño de la estrategia de desarrollo del municipio. Se logró mediante el Software Autocad (2000) una georeferenciación de los problemas por consejo popular y finalmente se determinaron los actores que deben involucrarse para la solución de los problemas identificados.

The necessity of the use of the channels of civic participation represents a starting point to activate the potentialities of the municipalities, favoring the capacity of self-management and planning from the base; they articulate and enrich the processes of municipal public administration. The process of planning pursues to reach the development of the municipalities in terms to identify and design the roads and actions to achieve it. To be participant in the planning, improves the quality of the process of identification of problems to be resolved through the development strategy. In consequence with the above-mentioned, this investigation had as objective to identify the problems of the Municipality Rafael Freyre to consider in the conception of the development strategy like base for the process of planning territorial. To give execution to the objective of the investigation different empiric and theoreticalmethods they were used as the historical one - logical, the analysis and the synthesis; besides the techniques and corresponding tools, you interview and statistical programs, keeping in mind the approach of experts in the topic. As a result was obtained listing of the main problems that impact negatively in the development of the municipality, the causes and consequences related with each problem that serve like base for the design of the strategyof development of the municipality. It was achieved by means of the Software Autocad (2000) a georeferenciacion of the problems for popular advice and finally the actors were determined that should be involved for the solution of the identified problems.
