Propuesta de un Plan prospectivo estratégico para el municipio Las Tunas.

Abstract

El Trabajo de Diploma ”Propuesta de un plan prospectivo estratégico para el municipio Las Tunas” tiene como objetivo fundamental laaplicación de una metodología para la elaboración de una propuesta de plan prospectivo estratégico para el municipio Tunas. Para cumplir dicho objetivo se emplearon métodos teóricos y empíricos como análisis y síntesis, histórico – lógico, hipotético-deductivo y entrevistas. Se emplearon, además, técnicas matriciales y software de prospectiva estratégica que permitieron caracterizar la situación del municipio en función de variables internas y externas (MEFI y MEFE), así como definir aquellas que tienen un mayor nivel de influencia o dependencia en su desarrollo a través del método MIC MAC. El programa MACTOR estableció la relación entre actores y la influencia de cada uno de ellos en el cumplimiento de los objetivos del municipio, significando que es la OEB Empresa Eléctrica el de mayor influencia ya que de ella depende el funcionamiento adecuado del resto de los actores. El desarrollo del programa SMIC manifestó a los directivos su utilidad para prevenir sobre lo que con mayor probabilidad puede ocurrir y en consecuencia elaborar las estrategias según el escenario deseado. La matriz DAFO expone las estrategias a seguir, enfatizándose que, a pesar del predominio en el municipio de debilidades y amenazas, se pueden descartar las debilidades y aprovechar las oportunidades existentes. Con el análisis de la Matriz de PEEA modificada, se expusieron tácticas que darán continuidad al progreso del territorio como perfeccionar el servicio de todo el comercio y la gastronomía, incidiendo dentro de las variables favorables la prioridad para la economía del país con la presencia de la empresa ACINOX destinada a la producción de acero inoxidable. La proposición de confeccionar un plan único en el territorio y para su beneficio, en el cual se incluye dimensiones económica, social y ecológica y cada una de ellas con estrategias a seguir para lograr una superior aplicación de la planificación en el municipio.

The Proposed Work of Diploma of a strategic prospective plan for the municipality The Tunas have as fundamental objective the application of a methodology for the elaboration of a proposal of strategic prospective plan for the municipality Tunas. To complete this objective theoretical and empiric methods they were used as analysis and synthesis, historical - logical, hypothetical-deductive and you interview. They were used, also, technical matricides and software of prospective strategic that allowed to characterize the situation of the municipality in function of internal and external variables (MEFI and MEFE), as well as to define those that have a bigger influence level or dependence in their development through the method MIC MAC. The program MACTOR established the relationship between actors and the influence of each one of them in the execution of the objectives of the municipality, meaning that it belongs since the OEB ElectricCompany that of more influence to her the appropriate operation of the rest of the actors it depends. The development of the programSMIC manifested the directive its utility to prevent on what can happen with more probability and in consequence to elaborate the strategies according to the wanted scenario. The main DAFO exposes the strategies to continue, being emphasized that, in spite of the prevalence in the municipality of weaknesses and threats, the weaknesses can be discarded and to take advantage of the existent opportunities. With the analysis of the Womb of modified PEEA, they were exposed tactical that will give continuity to the progress of the territory like to perfect the service of the whole trade and the gastronomy, impacting inside the favorable variables the priority for the economy of the country with the presence of the company ACINOX dedicated to the production of stainless steel. The proposition of making an unique plan in the territory and it stops their benefit, in which is included economic, social and ecological dimensions and each one of them with strategies to continue to achieve a superior application of the planning in the municipality.
