La Gestión del aseguramiento material y financiero en la Universidad de Moa

Abstract

El aseguramiento material y financiero en las Instituciones de Educación Superior (IES) garantiza los recursos materiales y financieros que sirven de soporte para garantizar la vitalidad de los procesos sustantivos. Precisamente uno de los desafíos que enfrentan estas instituciones, es poder contar con el financiamiento necesario que pueda dar respuesta al desarrollo tecnológico, a la construcción de infraestructuras adecuadas y a la constante formación del capital humano. El objetivo de la investigación consistió en aplicar un procedimiento para la gestión del aseguramiento material y financiero en la Universidad de Moa. Primeramente se realizó un estudio de las tendencias actuales de la gestión universitaria y el aseguramiento material y financiero, su impacto en las condiciones de estudio, trabajo y vida; luego se describen las etapas y pasos del procedimiento utilizado. Para finalizar se muestran los principales resultados derivados de la aplicación del procedimiento, pudiéndose conocer las principales dificultades en la infraestructura universitaria, que impactan en las condiciones de estudio, trabajo y vida. Se destacan las limitaciones materiales de aulas, locales de trabajo, disponibilidad y actualización de los equipos especializados, de cómputo y de transporte, el deterioro de las redes hidrosanitarias y los altos niveles de inventarios en los almacenes. Los resultados del diagnóstico permitieron la proyección de acciones de mejora, con el objetivo de garantizar la mejora de las condiciones de estudio, trabajo y vida, lo que contribuye al incremento y a la sostenibilidad de la satisfacción de la comunidad universitaria.

The material and financial assurance in the Institutions of Higher Education (IES) guarantees the material and financial resources that serve as support to guarantee the vitality of the substantive processes. Precisely one of the challenges facing these institutions is to have the necessary financing that can respond to technological development, the construction of adequate infrastructure and the constant formation of human capital. The objective of the research was to apply a procedure for the management of material and financial insurance at the University of Moa. First, a study was made of the current trends in university management and material and financial assurance, its impact on the conditions of study, work and life; then the stages and steps of the procedure used are described. Finally, the main results derived from the application of the procedure are shown, being able to know the main difficulties in the university infrastructure, which impact on the study, work and life conditions. It highlights the material limitations of classrooms, work locations, availability and updating of specialized equipment, computing and transport, the deterioration of hydro-sanitary networks and the high levels of inventories in warehouses. The results of the diagnosis allowed the projection of improvement actions, with the aim of guaranteeing the improvement of study, work and life conditions, which contributes to the increase and sustainability of the satisfaction of the university community.
