Contribución a la conformación del sistema productivo local agrícola en el consejo popular San Rafael del municipio Holguín: cadena productiva

Abstract

La presente investigación aborda elementos teóricos e históricos acerca de los Sistemas Productivos Locales y las cadenas productivas como eje de los procesos de desarrollo territorial, ello está refrendado en los documentos aprobados en el VII Congreso del Partido en el 2017 donde el eje principal de este proceso lo constituye el territorio; proceso de desarrollo que es dinámico, complejo y multifactorial para el que la aplicación de diversos enfoques de desarrollo juega un papel esencial, siendo reconocido el enfoque de Sistemas Productivos Locales y Cadenas Productivas como un camino que hay que estimular y ampliar a los múltiples sistemas productivos existentes; es por ello que la presente investigación tiene como fin diagnosticar el sistema productivo local agropecuario que permita la identificación de las cadenas productivas en él presentes como base para la determinación de los vacíos en las relaciones de articulación entre los eslabones de las cadenas que contribuya a la conformación institucionalizada del sistema productivo agrícola en el CP San Rafael. Como resultado de la aplicación del procedimiento diseñado por el grupo del Proyecto de diagnóstico de cadenas productivas, se identificaron 27 cadenas productivas en el CP las se constituyen en base para la elaboración de los perfiles de las cadenas, la propuesta de proyectos de desarrollo local, así como, se aborda el diagnóstico de la cadena productiva de la guayaba; se ofrecen además, un conjunto de recomendaciones pertinentes para la solución del problema planteado a partir del uso de los métodos del nivel teórico y empíricos.

The present investigation approaches theoretical and historical elements about the Local Productive Systems and the productive chains like axis of the territorial development processes, this is endorsed in the documents approved in the VII Congress of the Party in the 2017 where the main axis of this process the territory constitutes it; development process that is dynamic, complex and multifactorial for which the application of diverse development approaches plays an essential rol e, being recognized the approach of Local Productive Systems and Productive Chains as a path that must be stimulated and extended to the multiple productive systems existing that is why the present investigation has as purpose to diagnose the local productive agricultural system that allows the identification of the productive chains in it present as a base for the determination of the gaps in the relations of articulation between the links of the chains that contribute to the institutionalized conformation of the agricultural productive system in the San Rafael CP. As a result of the application of the procedure designed by the Product Chain Diagnostic Project group, productive chains were identified 27 in the CP, they are the basis for the development of the profiles of the chains, the proposal for local development projects, as well as, the diagnosis of the productive chain of the guava is addressed; In addition, a set of pertinent recommendations are offered for the solution of the problem arising from the use of theoretical and empirical methods.
