Diagnóstico de la fase de pre-inversión en viviendas sociales del Reparto Plaza de la ciudad de Holguín

Abstract

Con la presente investigación se realiza el diagnóstico de la fase de pre-inversión a través del criterio de expertos, el uso de la matriz de análisis donde se obtienen debilidades, fortalezas, oportunidades, debilidades y amenazas, más conocida como DAFO, en viviendas sociales del reparto Plaza de la ciudad de Holguín, a partir del cumplimiento de los requisitos establecidos por el Decreto No. 327/2014 del Consejo de Ministros de la República de Cuba. Esta es la fase, en la que los proyectos son estudiados y analizados con el objetivo de obtener la información necesaria para la toma de decisiones de inversión y constituye un proceso de estudio y análisis que se realiza a través de la preparación y evaluación de proyectos para determinar la rentabilidad socioeconómica y sustentable. Se toma como punto de partida el diagnóstico de los pasos para la pre-inversión de la obra antes mencionada y concluye con una propuesta de recomendaciones de mejora. Cualquier imprecisión cometida en esta fase es arrastrada hacia las demás, aspecto que deriva en una distorsión, en ocasiones irremediable, de la idea inicial de la inversión y de los resultados esperados. Para su elaboración se tomó como referencia una amplia y profunda revisión bibliográfica de la documentación de la Empresa Constructora Militar (ECM) No. 2 Holguín, así como del sistema de normas cubanas y regulaciones vigentes, para finalmente proceder a diagnosticar el estudio propuesto. Para su desarrollo se aplicaron métodos de investigación del nivel teórico, empírico y matemáticos que permitieron constatar las insuficiencias y generar los aportes referidos en la investigación
