Estudio del marco legal técnico normativo de los sistemas de gestión de la calidad en empresas en Perfeccionamiento Empresarial. Evaluación parcial en el municipio de Holguín

Abstract

El decreto ley 281 exige a las organizaciones cubanas aplicar un sistema de gestión de la calidad (SGC), en correspondencia a sus características tecnológicas y productivas, para poder elevar su eficiencia, la calidad de sus productos y servicios y apoyar el proceso de toma de decisiones, cuyo enfoque seleccionado es el normalizado, es decir la familia de normas ISO 9000. Sin embargo no son estas las únicas regulaciones nacionales para llevar a cabo una eficaz gestión de la calidad en las organizaciones, a esto se suma la creciente publicación de normativas producto de las transformaciones del modelo económico cubano, las que influyen directamente en la gestión de cualquier organización. Por lo que el objetivo general planteado en esta investigación está enfocado en estudiar el marco legal técnico normativo de los sistemas de gestión de la calidad de las empresas en perfeccionamiento empresarial, fundamentalmente priorizando en el estudio de su marco legal y su correspondencia con las actuales transformaciones. El cumplimiento de este objetivo fue posible por la utilización de un conjunto de métodos de investigación científicos: teóricos, empíricos y estadísticos, lográndose analizar la coherencia del marco legal actual y diagnosticar la situación de la implantación de los SGC en el municipio Holguín.

The 281 decrete law demands to the Cuban organization to apply a system of quality and administration (SGC), in correspondence to their technological and productive characteristics, in order to elevate their efficiency in the quality of their products and services and to support the process of taking decisions whose focus selected is the normalized one, it means the family´s norms ISO 9000. Neverless, these are not the only national regulations to carry out an effective administration of the quality in the organizations, this, it is the link to the growing publication of normative due to the transformations of the economic Cuban model, those that influence directly in the administration of any organization. The main general objective we showed in this investigation it is focused on the study of the legal mark normative technician of the systems of administration of the quality of companies that are involved on managerial improvement, mainly prioritizing the study of its legal mark and their correspondence with the current transformations. The achivement of this objective was possible for the use of a group of scientific investigation methods: theoretical, empiric and statistical, that made possible to analyze the coherence of the current legal mark and to diagnose the situation of the installation of the SGC in the Holguín municipality.
