Aplicación de un procedimiento para la planificación de los Recursos Humanos en el nivel territorial municipal de Mayarí en la Provincia de Holguín

Abstract

La planeación ocupa un papel preponderante dentro de la gestión de los recursos humanos, esta se encarga de asegurar que cada una de las actividades se realice en tiempo y en correspondencia con las necesidades. Es por esta razón, que en la actualidad, se deriva como problema científico a resolver las insuficiencias en la PRH a nivel territorial que conllevan a los estados de déficits o excedencia de los RH en este nivel. Esta investigación tiene como objetivo seleccionar y aplicar un procedimiento para la planeación de recursos humanos en el territorio de Mayarí, caracterizado por su enfoque sistémico y prospectivo y el control sistemático, que permita en este nivel disponer con oportunidad de los recursos humanos requeridos en las cantidades y cualidades necesarias para alcanzar las metas prospectivas de desarrollo planteadas hasta el año 2018 en el municipio de Mayarí. Los principales resultados de las aplicaciones se reflejan en el mejoramiento de los indicadores de eficiencia y eficacia, destacándose una reducción del déficits de recursos humanos en el territorio en un 33,4 % y una disminución del excedente en un 30,7%, lográndose una optimización de las capacidades humanas instaladas en el territorio como contribución al desarrollo prospectivo territorial. Para el desarrollo de la investigación se utilizan métodos teóricos como el de análisis y síntesis, sistémico estructural, histórico-lógico, analítico-sintético e inductivo deductivo; así como métodos empíricos como trabajo en grupo, encuestas, entrevistas y la observación directa, además de métodos estadísticos.

The planeacion occupies a preponderant paper inside the management of the human resources, this he/she takes charge of assuring that each one of the activities is carried out in time and in correspondence with the necessities.. It is for this reason that at the present time, it is derived as scientific problem to solve the inadequacies in PRH at territorial level that they bear to the deficits states or excedent of RH in this level. This investigation has as objective to select and to apply a procedure for the planeacion of human resources in the territory of Mayarí, characterized by its systemic and prospective focus and the systematic control that it allows in this level to prepare with opportunity of the human resources required in the quantities and necessary qualities to achieve the prospective goals of development outlined until the year 2018 in the municipality of Mayarí. The main results of the applications are reflected in the improvement of the indicators of efficiency and effectiveness, standing out a reduction of the deficits of human resources in the territory in 33,4% and a decrease of the surplus in 30,7%, being achieved an optimization of the human capacities installed in the territory like contribution to the prospective territorial. For the development of the investigation theoretical methods are used as that of analysis and synthesis, systemic structural, historical-logical, analytic-synthetic and inductive deductive; as well as empiric methods as work in group, surveys, interviews and the direct observation, besides statistical methods.
