Aplicación de un procedimiento para realizar estudios de organización del trabajo en la oficina provincial de la ONAT Holguín
Abstract
La optimización de los recursos humanos constituye una tarea imprescindible a seguir
para el logro de la excelencia en el trabajo de la ONAT en la provincia Holguín. Es por
ello que esta investigación se realizó con el objetivo de aplicar un procedimiento de
planeación de recursos humanos, que permita determinar la plantilla necesaria en las
condiciones actuales, identificar los problemas que se encuentran afectando el
desarrollo de la misma y proyectar las soluciones. Para dar cumplimiento al objetivo
propuesto se aplicó un procedimiento de organización del trabajo en la oficina
provincial de la ONAT Holguín, que consta de cinco fases consistentes en un conjunto
de pasos, que permitió diagnosticar la situación actual de la organización del trabajo
en la entidad, detectar problemas en la ejecución de los procesos que se desarrollan,
analizar sus causas y proponer posibles alternativas de solución. Además se aplicaron
métodos y técnicas tales como la revisión documental y bibliográfica, entrevistas a
directivos y trabajadores, la observación directa a las áreas objeto de estudio, que
contribuyeron en la definición el problema, el análisis de las causas y la proyección de
las posibles soluciones. Se logró determinar la plantilla necesaria según la carga de
trabajo con que cuenta actualmente en los procesos tributarios, además de visualizar
los problemas que más repercuten en el mejoramiento de la organización. A partir de
la identificación de un grupo de causas, se generaron una serie de soluciones que
contribuirán a elevar el desempeño de la organización The optimization of the human resources constitutes an indispensable task to continue

is for it that this investigation was carried out with the objective of applying a procedure
of plan of human resources that allows to determine the necessary insole under the
current conditions, to identify the problems that are affecting the development of the
same one and to project the solutions. To give execution to the proposed objective a
procedure of organization of the work it was applied in the provincial office of the
ONAT Holguín that consists of five consistent phases in a group of steps that allowed
to diagnose the current situation of the organization of the work in the entity, to detect
problems in the execution of the processes that you/they are developed, to analyze
their causes and to propose possible solution alternatives. Methods were also applied
and technical such as the documental and bibliographical revision, you interview
directive and hard-working, the direct observation to the areas study object that
contributed in the definition the problem, the analysis of the causes and the projection
of the possible solutions. It was able to determine the necessary insole according to
the work load with which it counts at the moment in the tributary processes, besides
visualizing the problems that more they rebound in the improvement of the
organization. Starting from the identification of a group of causes, they were generated
a series of solutions that they will contribute to elevate the acting of the organization
