Aplicar un procedimiento para la determinaciòn de la necesidad de personal en las áreas jurìdicas y atenciòn al contribuyente, ONAT municipio Holguín

Abstract

Este trabajo de diploma fue desarrollado en la ONAT municipio Holguín en los departamentos de jurídica y atención al contribuyente el cual persigue un objetivo de determinar la plantilla de cargos necesarios para estas áreas en materia de oficina para el cumplimiento de este objetivo fue necesario seleccionar, adaptar y aplicar un procedimiento que recoge lo establecido a la resolución 36/2010 MTSS que propone una de las regulaciones vigentes en materia de planeación de recursos humanos, el cual consta de cuatro fases y quince pasos desglosados, que permitió diagnosticar la situación de la organización, se recogieron los problemas se detectaron sus causas y se propuso soluciones además se propusieron técnicas de estudios de tiempos, una vez visto el procedimiento se vieron los siguientes resultados los cuales fueron: existe un déficit de personal en las áreas de jurídica y atención al contribuyente generando una sobrecarga laboral de trabajo además de visualizar los problemas que repercuten en el mejoramiento de la organización se logró determinar la plantilla necesaria en cada uno de las áreas estudiadas según la carga de trabajo con que cuenta actualmente estos procesos tributarios llegando a lograr elevar un mejor desempeño de la organización Se emplearon métodos teóricos como el de análisis y síntesis también se utilizó el histórico-lógicos y métodos empíricos como la observación directa, la entrevista y técnicas de estudio de tiempos como la auto fotografía y el Muestreo por Observaciones Instantáneas, así como el empleo del software profesional MedTrab para el procesamiento de estas técnicas
