| dc.description.abstract | En la Vicerrectoría económica de la Universidad de Holguín “Oscar Lucero Moya” se lleva a cabo la planificación del presupuesto que financia los procesos internos de la entidad. Este presupuesto consta de una parte en moneda nacional y otra en divisas (CUC). Las tareas de planificación y administración del presupuesto en divisas se caracterizan por su complejidad, ya que las mismas requieren una cuantiosa documentación y se realizan de forma manual. Por ello que surge la necesidad de crear un sistema que permita la automatización de este proceso, teniendo en cuenta que ya existe uno para la gestión del presupuesto en moneda nacional.
La presente investigación pretende resolver esta deficiencia, a partir del desarrollo de una aplicación informática que permita gestionar toda la información referente al presupuesto en divisas de forma eficiente, que proporcione seguridad e integridad de los datos, así como la actualización de los mismos, para que dicho proceso se pueda desarrollar con calidad en la Universidad de Holguín "Oscar Lucero Moya" y facilite el trabajo del personal que lleva a cabo su control.
Para el desarrollo de esta aplicación se empleó la metodología de desarrollo de software ICONIX, con la herramienta de modelado Enterprise Architect, como gestor de bases de datos MySQL, el lenguaje de programación Python y el Framework para aplicaciones web Django, permitiendo obtener un producto final sostenible que cumple con los requerimientos especificados. In the economical vice-rectory of the University of Holguín “Oscar Lucero Moya” takes place the process of planning the budget that supports the internal process of the entity. This budget has one component in our national currency and another in CUC currency. The task of planning and administration of the budget in CUC are specially complicated and generate a huge paperwork because are made manually, that´s why arises the necessity of creating a system that allows to automate this process, taking into account that already exists a system to manage the budget in our national currency.
The present investigation is intended to solve this deficiency, having as start point the implementation of an application web that allows managing the budget in the CUC currency, which will guarantee the efficiency of the process, the safety and integrity, and the actualization of the data. All these will make easier the work of all the people that have to do this process manually.
In order to develop the system were used free tools and technologies, such as the software development methodology ICONIX, with the modeling tool Enterprise Arquitecture, as the data base manager was used MySQL, the programming language for web pages Python and the framework Django for developing the web part of the application.
