Metodología para la Gestión y Prevención de Riesgos en los procesos sustantivos del Centro de Estudios de Gestión Empresarial (CEGEM) de la Universidad de Holguín “Oscar Lucero Moya”

Abstract

El presente trabajo realizado en el Centro de Estudios de Gestión Empresarial (CEGEM) de la Universidad de Holguín “Oscar Lucero Moya”, constituye una propuesta metodológica para administrar riesgos por procesos y responde a la necesidad de integrar la Administración de Riesgos al Sistema de Control Interno. El mismo tiene como objetivo aplicar una metodología que contribuya a la administración de riesgos en los procesos sustantivos. Para el logro de este, se requirió la utilización de varios métodos teóricos y empíricos; de los primeros se utilizaron: histórico-lógico y análisis-síntesis, y de los segundos: la observación científica, entrevistas informales, revisión de documentos y la encuesta. La investigación está constituida por dos capítulos, el primero: “Marco teórico referencial del objeto de estudio”; donde se exponen las diferentes teorías que sustentan el desarrollo de la investigación. El capítulo dos: Aplicación de la metodología para la administración de riesgos puros en los procesos sustantivos del centro de gestión empresarial (CEGEM) de la Universidad de Holguín “Oscar Lucero Moya”. Este capítulo propone una herramienta para dar solución a la administración de riesgos por procesos y no a los riesgos asociados a los objetivos, como usualmente evalúan las entidades. Es preciso mencionar que los anexos en esta investigación resultan de gran peso e importancia debido a sus características específicas, pues sustentan todos los resultados alcanzados en la aplicación de la metodología propuesta.

The present work carried out in the Center of Studies of Managerial Administration (CEGEM) of the University of Holguín Oscar Lucero Moya", it constitutes a methodological proposal to administer risks for processes and responds to the necessity of integrating the Administration of Risks to the System of Internal Control. The same one has as objective to apply a methodology that contributes to the administration of risks in the processes nouns. For the achievement of this, the use of several theoretical and empiric methods was required; of the first ones they were used: historical-logical and analysissynthesis, and of the seconds: the scientific observation, informal interviews, revision of documents and the survey. The investigation is constituted by two chapters, the first one: "I Mark theoretical referential of the study object"; where the different theories are exposed that sustain the development of the investigation. The chapter two: Application of the methodology for the administration of pure risks in the processes nouns of the center of managerial administration (CEGEM) of the University of Holguín Oscar Lucero Moya". This chapter proposes a tool to give solution to the administration of risks for processes and not to the risks associated to the objectives, as they usually evaluate the entities. It is necessary to mention that the annexes in this investigation are of great weight and importance due to their specific characteristics, because they sustain all the results reached in the application of the proposed methodology.
