Propuesta de reorganización de la administración financiera en la Universidad de Holguín

Abstract

El propósito de este estudio es desarrollar una propuesta de reorganización de la Administración Financiera en la Universidad de Holguín, para contribuir al perfeccionamiento de sus funciones, según las características de la universidad integrada, partiendo de los Lineamientos de la Política Económica que inciden en la Gestión Económica Financiera del MES y cómo influyen en los procesos de la Universidad de Holguín. Se aplicó un diagnóstico al Departamento de Finanzas, fueron analizados los documentos normativos que rigen la administración financiera y aplicadas técnicas de investigación como la encuesta y la entrevista a informantes claves. Los resultados revelan que a raíz de la integración, la institución cuenta con una nueva estructura económica y los procesos se ejecutan de forma centralizada en la sede “Oscar Lucero Moya,” con sus respectivas funciones en el resto de las sedes. Se propone la reorganización de los procedimientos en ambas monedas CUP y CUC, así como las operaciones de la caja y banco, para que los mismos fluyan de forma coherente, ordenada y sistemática, con la mayor rapidez y transparencia posible, lo que se traduce en eficiencia y eficacia.
