Análisis y revisión del presupuesto en la Empresa de Construcción de Obras de Ingeniería No.16 en Mayarí

Abstract

La presente investigación tiene como objetivo elaborar un plan de medidas para contribuir al perfeccionamiento de la ejecución del presupuesto en la Empresa de Construcción de Obras de Ingeniería No.16, teniendo en cuenta que este propiciará una herramienta indispensable que servirá como instrumento de trabajo en la toma de decisiones oportunas. El trabajo se encuentra estructurado en dos capítulos; en el primero se realiza un estudio sobre los antecedentes históricos del presupuesto, haciendo referencia a su origen y desarrollo; además se revelan las cuestiones generales del Presupuesto del Estado en Cuba, a través de conceptos y normativas legales por las que ha transitado. En el segundo capítulo se realiza un análisis del Presupuesto en la entidad manifestando inejecución y sobreejecución en algunas partidas y elementos. Finalmente se exponen las medidas a desarrollar por la entidad y sus directivos para contrarrestar las deficiencias encontradas y lograr mejores resultados económicos, llegando a significativas conclusiones que propiciarán el conocimiento de técnicas esenciales a tener en cuenta para futuras investigaciones. En el desarrollo del estudio se emplearon diferentes métodos teóricos como el histórico-lógico, análisis-síntesis y métodos empíricos como la revisión de documentos, la observación y entrevista para determinar las bases teóricometodológicas de la investigación. El aporte del trabajo radica en la propuesta de medidas a desarrollar por la entidad para el análisis y perfeccionamiento de su presupuesto.

ABSTRACT The objective of this research is to develop a plan of measures to contribute to the improvement of the execution of the budget in the Construction Company of Engineering Works No.16, taking into account that this will promote an indispensable tool that will serve as a working instrument in the making timely decisions. The work is structured in two chapters; in the first, a study is carried out on the historical background of the budget, referring to its origin and development; In addition, the general issues of the State Budget in Cuba are revealed, through concepts and legal regulations through which it has passed. In the second chapter, an analysis of the Budget in the entity is carried out, showing non-execution and over-execution in some items and elements. Finally, the measures to be developed by the entity and its directors to counteract the deficiencies found and achieve better economic results are exposed, reaching significant conclusions that will promote the knowledge of essential techniques to be taken into account for future investigations. In the development of the study, different theoretical methods were used, such as historical-logical, analysis-synthesis, and empirical methods such as document review, observation, and interview to determine the theoretical-methodological bases of the research. The contribution of the work lies in the proposal of measures to be developed by the entity for the analysis and improvement of its budget
