Diagnóstico de las relaciones entre los sujetos del proceso inversionista en la fase de ejecución de una obra constructiva

Abstract

Con el presente trabajo se realiza un diagnóstico del estado actual de las relaciones entre los sujetos que intervienen en el proceso inversionista en la ejecución de una obra constructiva, a partir del cumplimento de los todos requisitos establecidos por el Decreto Ley No. 327/2014 del Consejo de Ministros de la República de Cuba. Mediante un estudio preliminar, conformado por cuatro etapas constructivas, donde se toma como un punto de partida el diagnóstico del proceso inversionista en la fase de ejecución de una obra, se concluye con una propuesta de mejoras donde se proponen las acciones correctivas correspondientes para de esta manera eliminar las causas de inconformidad existentes hasta el momento. Este proceso inversionista constituye un eslabón importantísimo en la ejecución de cualquier obra, debido a que debe existir una gran armonía en cuanto a las relaciones y comunicación entre todos los sujetos que interventores en dicha etapa pues así se puede lograr una entrega a tiempo de las obras constructivas al explotador. Cualquier imprecisión anteriormente cometida es arrastrada hacia las demás fases principalmente en la construcción, en los resultados esperados e incluso en la fecha de entrega de esta. Para la elaboración de este trabajo de diploma se tomará de referencia una amplia y profunda revisión bibliográfica de la documentación de obras constructivas de Holguín, así como todo el sistema de normas cubanas y regulaciones vigentes en este momento, para de esta forma diagnosticar el estudio propuesto, mediante la técnica del criterio de expertos en el tema y sugerir recomendaciones para el mejoramiento en futuras inversiones constructivas

This work aims to make a diagnosis of the current state of the relations between the subjects involved in the investment process in the execution of a constructive work, based on the fulfillment of all the requeriments established be Decree Law No 327/2014 of the Council of Ministers of the Republic of Cuba, through a preliminary study, consisting of four constructive stages, where the diagnosis of the investor process in the execution phase in this way, eliminate the causes of nonconfomity tha have existed so far. This investment process constitutes a very important link in the execution of any works, because the must be a great harmony in terms of relations and communication between all the subjets that intervenir at that stage, so that a timely delivery of the constructive works to the operator can be achieved. Any inaccuracy preciously committed is dragged into the other phases mainly in the construction, in the expected results and even in the date of delivery of the construction. For the elaboration of this diploma work, a broad and deep bibliographic review of the documentation of construction works in Holguin will be taken as a reference, as well as the entire system of Cuban standars and regulations in forcé at the momento, in order to diagnose the proposed study, through the technique ofthe criterion of the experts in the subject and suggest recommendations for improvement in future constructive investments
