Manual de normas y procedimientos para el proceso de atención al contribuyente en la ONAT Provincial de Holguín

Abstract

La investigación que se presenta tiene por tema: Manual de normas y procedimientos para el proceso de atención al contribuyente en la ONAT Provincial de Holguín y pretende contribuir a la inserción de la entidad al proceso de perfeccionamiento que está experimentando el país. Se ha desarrollado con el objetivo de elaborar un manual de normas y procedimientos para el proceso de atención al contribuyente que contribuya a elevar la efectividad de las actividades desarrolladas en la ONAT Provincial de Holguín. La investigación se estructura en dos capítulos, el primero constituye el marco teórico referencial del objeto de estudio. En el capítulo II: Manual de normas y procedimientos para el proceso de atención al contribuyente en la ONAT Provincial de Holguín, se desarrollan las acciones necesarias para el cumplimiento del objetivo y la validación de la hipótesis. Para la realización de la investigación se utilizaron métodos como: del nivel teórico, teóricos – históricos, teóricos – lógicos, hipotético – deductivo, modelación y sistémico estructural funcional y del nivel empírico: observación y medición. El aporte del trabajo consiste en que el proceso de atención al contribuyente contará con un documento único que constituye una herramienta de gestión y permitirá guiar las actividades del proceso de forma ordenada, dando respuesta a las insuficiencias que actualmente se presentan; por lo que la elaboración de este, provee a la entidad del instrumento metodológico para orientar el registro y control del proceso en función de elevar su efectividad.

The title of investigation is: Manual of standards and procedures for the process of attention to the contributor in Holguín's ONAT and is intended to contribute the insertion to the process of perfecting that the country is experiencing of the entity. It has developed for the sake of elaborating a manual of standards and procedures for the process of attention to the contributor that contributed to raising the effectiveness of the activities developed in Holguín's Provincial ONAT. Investigation is structured in two chapters; the first constitutes the theoretic referential frame of object of study. In the chapter II: Manual of standards and procedures for the process of attention to the contributor in Holguín's Provincial ONAT, develop the necessary actions for the fulfillment of the objective and the validation of the hypothesis. In the investigation were utilized methods for the realization of the investigation like: of the theoretical level, – deductive, modelation and systemic structural functional, historical - logical, hypothetic - deductive and of the empiric level the observation and measurement. The contribution of work in the process of attention to the contributor will have an only document that constitutes a tool of step and you will allow to direct the activities of the process of orderly form, giving answer to the insufficiencies that at present on organization; for that the elaboration of this, is supply the entity with the methodological instrument to guide the register and process control in terms of raising his effectiveness.
