Contribución a la mejora del desempeño de la Empresa Constructora de Obras de Ingeniería No.17

Abstract

En el VI Congreso del Partido Comunista de Cuba en abril de 2011 en los lineamientos de la Política Económica y Social del Partido y la Revolución aprobados, se hace referencia a la importancia de lograr que el sistema empresarial del país esté constituido por empresas eficientes, eficaces y bien organizadas; así como la necesidad de integrar todas sus actividades para el logro óptimo de sus objetivos; por tanto en la presente investigación se aborda la gestión integrada de los sistemas y se propone como objetivo desarrollar una estrategia de mejora para adecuar las condiciones hacia la integración de los sistemas de calidad, medio ambiente y seguridad y salud en el trabajo en la ECOI-17 que facilite un mejor desempeño organizacional. En la empresa se corroboró una escasa gestión de integración, la capacidad de coordinación no favorece la ejecución de algunas obras, la negociación no supera las expectativas de los planes pues la contratación no funciona como debería, existencia de desmotivación por el trabajo como fuente de capital humano y de participación. La estrategia propuesta posibilitará la actuación para la integración de los sistemas de gestión de calidad, medio ambiente y seguridad y salud del trabajo se desarrolló una estrategia con tres fases y ocho pasos que cumplen con las cualidades deseadas como: lógico, interactivo, flexible, etc. Se utilizaron diferentes métodos teóricos de la investigación científica como el históricológico, análisis y síntesis, inducción-deducción, y otros métodos empíricos como la observación, comparación, revisión de documentos y entrevistas.

In the VI Congress of the Communist Party of Cuba in April of 2011 in the limits of the Economic and Social Politics of the Party and the approved Revolution, reference is made to the importance of achieving that the managerial system of the country is constituted by efficient, effective and very organized companies; as well as the necessity to integrate all their activities for the good achievement of their objectives; therefore in the present investigation the integrated administration of the systems is approached and he/she intends as objective to develop a strategy of improvement to adapt the conditions toward the integration of the systems of quality, environment and security and health in the work in the ECOI-17 that facilitates a better organizational acting. In the company a scarce integration administration, the coordination capacity was corroborated it doesn't favor the execution of some works, the negotiation it doesn't overcome the expectations of the plans because the recruiting doesn't work like it would should, non motivation existence for the work like source of human capital and of participation. The proposed strategy will facilitate the performance for the integration of the systems of administration of quality, environment and security and health of the work was developed a strategy with three phases and eight steps that fulfill the qualities wanted as: logical, interactive, flexible, etc. Different theoretical methods of the scientific investigation were used as the historicallogical one, analysis and synthesis, induction-deduction, and other empiric methods as the observation, comparison, revision of documents and interviews.
