Diagnóstico Prospectivo Estratégico del Municipio Urbano Noris.

Abstract

Cada vez es más evidente la necesidad de que las sociedades en sus diversos grados de organización dispongan de propósitos compartidos, que convoquen y movilicen sus energías para emprender programas y proyectos que realmente actúen sobre los asuntos claves para superar las limitantes y aprovechar sus potencialidades procurando forjar un mejor mañana en aras de alcanzar el desarrollo territorial. El Trabajo de Diploma “Diagnóstico prospectivo estratégico del municipio Urbano Noris” tiene como objetivo, realizar un diagnóstico prospectivo estratégico de manera que favorezca la elaboración de la estrategia de desarrollo del municipio objeto de estudio, permitiendo que las mismas respondan a las exigencias del desarrollo territorial, brindando vías y métodos para cristalizar las más diversas acciones. En tal sentido se presentan dos capítulos, en el primero se hace referencia a los fundamentos teóricos-metodológicos de la investigación, presentándose los aspectos generales del proceso de planificación, elementos conceptuales para la estrategia de desarrollo, así como del diagnóstico estratégico prospectivo. En el segundo capítulo se reseñan los resultados de la aplicación del Procedimiento de Concertación Multinivel para la Estrategia de Desarrollo Municipal, el que incorpora un enfoque multidimensional que articula la dimensión económica, social, medioambiental, demográfica, científico -tecnológica, institucional y de modo transversal, la dimensión infraestructura, evaluando la competitividad territorial. La realización de este trabajo tuvo como finalidad conocer la situación actual del territorio, que permita a los decisores analizar y tomar las decisiones pertinentes para alcanzar el futuro deseado, tomando en consideración los factores internos y externos que pueden influir en el logro de los objetivos.

The second chapter outlines the results of the application of the Multi-Level Agreement for the Municipal Development Strategy, which incorporates a multidimensional approach that articulates the economic, social, environmental, demographic, scientific-technological, institutional and transverse dimensions, the infrastructure dimension, evaluating the territorial competitiveness. The purpose of this work was to know the current situation of the territory, which allows decision makers to analyze and make the relevant decisions to achieve the desired future, taking into account the internal and external factors that may influence the achievement of the objectives.
