Diagnóstico del sistema productivo local agropecuario en el municipio Gibara

Abstract

La presente investigación aborda elementos teóricos e históricos acerca de los Sistemas Productivos Locales, los Sistemas Productivos Locales Agrícolas y las cadenas productivas, como eje de los procesos de desarrollo en los territorios, y el uso eficiente de sus recursos endógenos; esto se aborda en los documentos aprobados en el VII Congreso del Partido en 2017 proceso por demás dinámico, complejo y multifactorial para el que la aplicación de diversos enfoques de desarrollo juega un papel esencial, por lo que el enfoque de Sistemas Productivos Locales y Cadenas Productivas es un camino que hay que estimular y ampliar a los múltiples sistemas productivos agrícola-pecuarios existentes, de ahí que la presente investigación tiene como fin, diagnosticar la situación del Sistema Productivo Local agropecuario en el municipio Gibara para la identificación de cadenas productivas y propuesta de Proyectos de Desarrollo Local que atenúen o eliminen las brechas en las relaciones de articulación entre los eslabones de la cadena, para lo cual mediante la aplicación de un procedimiento se evaluó la situación interna y externa del sistema productivo agropecuario, los problemas acuciantes a que se enfrenta y a partir de ellos se identificaron en correspondencia con los subsectores presentes 31 cadenas productivas, las cuales se constituyen en base para la elaboración de los perfiles de las cadenas y la propuesta de proyectos que cierren las brechas en las relaciones de articulación entre los eslabones; se ofrecen además un conjunto de recomendaciones pertinentes para la solución del problema planteado.

The present investigation approaches theoretical and historical elements about the Local Productive Systems, the Local Agricultural Productive Systems and the productive chains, like axis of the processes of development in the territories, and the efficient use of its endogenous resources; this is addressed in the documents approved in the VII Party Congress in 2017, a process that is dynamic, complex and multifactorial, for which the application of different development approaches plays an essential role, so that the focus of Local Productive Systems and Productive Chains It is a path that must be stimulated and extended to the multiple existing agriculturallivestock production systems, which is why the present investigation aims to diagnose the situation of the Agricultural Productive Local System in the Gibara municipality for the identification of productive chains and proposal of Local Development Projects that mitigate or eliminate gaps in the relations of articulation between the links of the chain, for which, through the application of a procedure, the internal and external situation of the agricultural production system was evaluated, the pressing problems it faces and from them they identified themselves in correspondence with the subsectors present 31 productive chains, which are the basis for the elaboration of the profiles of the chains and the proposal of projects that close the gaps in the articulation relations between the links; In addition, a set of pertinent recommendations are offered to solve the problem raised.
