Auditoría de Cumplimiento en la Unidad Básica Centro Comercial Holguín

Abstract

Como parte de la actualización del Modelo Económico Cubano, se hace ineludible alcanzar un desarrollo sostenible y constituye pilar fundamental la protección al medio ambiente. El presente trabajo se titula Auditoría de Cumplimiento en la Unidad Básica Centro Comercial Holguín y tuvo como objetivo elaborar un programa para ejecutar la auditoría a la actividad de medio ambiente, que permitió identificar las principales insuficiencias que incidieron en el cumplimiento de las disposiciones jurídicas y de procedimientos, lo que proporcionó verificar el cumplimiento de la legislación ambiental vigente, detectar insuficiencias y, en consecuencia, proponer un Plan de Acción con medidas orientadas a la mejora de la organización. La tesis se estructuró en dos capítulos; en el primero se analizó la evolución histórica y las concepciones teóricas que aborda el tema que se investiga, en el segundo se aplicó el Programa de Auditoría realizado de acuerdo a las características de la entidad y de la actividad auditada. Para desarrollar la investigación se utilizaron métodos teóricos, empíricos, procedimientos y técnicas de investigación: histórico-lógico, hipotético-deductivo, observación científica, comparación, análisis-síntesis, inducción-deducción y encuesta. Como resultado de la ejecución de la auditoría, se evaluó el Sistema de Control Interno en la entidad de Aceptable y se comprobó que Cumple con la legislación ambiental vigente. A partir de las insuficiencias detectadas se elaboró una propuesta de Plan de Acción para darle solución a las mismas.

As part of the updating of the Cuban Economic Model, it is unavoidable to achieve sustainable development and environmental protection is a fundamental pillar. The present work is titled Audit of Compliance in the Basic Unit Holguin Commercial Center and had as objective to elaborate a program to execute the audit to the activity of environment that allowed to identify the main insufficiencies that incident in the fulfillment of the legal dispositions and procedures, which provided verification of compliance with current environmental legislation, detecting shortcomings and, consequently, proposing an Action Plan with measures aimed at improving the organization. The thesis was structured in two chapters; in the first, the historical evolution and the theoretical conceptions that the subject under investigation is analyzed, in the second, the Audit Program was applied according to the characteristics of the entity and the activity audited. To develop the research, theoretical, empirical methods, procedures and research techniques were used: historical-logical, hypothetical-deductive, scientific observation, comparison, analysis-synthesis, induction-deduction and survey. As a result of the execution of the audit, the Internal Control System in the Acceptable entity was evaluated and it was verified that it complies with current environmental legislation. Based on the deficiencies detected, a proposal for an Action Plan was prepared to solve them.
