Análisis costo-beneficio de la gestión de los riesgos ergonómicos en instituciones de la salud pública

Abstract

El análisis costo-beneficio es una técnica que contribuye a la toma de decisiones desde el punto de vista económico, social y medioambiental. Su implementación en la gestión de los riesgos ergonómicos permite justificar la viabilidad económica y social de losestudios de intervención ergonómica en las organizaciones. De ahí, la importancia de realizar este tipo de investigaciones como herramientas de trabajo para los directivos en relación a este tema. Este trabajo tiene como objetivo desarrollar una metodología para el análisis costobeneficio de la gestión de los riesgos ergonómicos en instituciones de salud pública. Se elige el Centro para la Investigación y Rehabilitación de las Ataxias Hereditarias (Cirah) de Holguín como objeto de aplicación, por su elevado impacto social. La metodología se estructura por tres etapas y nueve pasos,que siguen la lógica del enfoque por proceso y permiten hacer el análisis costo-beneficio, a través de métodos de cálculo para la estimación de loscostos y beneficios. Se estiman costos por la aplicación de las medidas de control y beneficios económicos y sociales por la no ocurrencia de accidentes de trabajo y la aparición de enfermedades profesionales. Como resultado del análisis costo-beneficio se obtuvo que el 94.4%de las medidas de controlson factibles en el orden económico y social. Para dar cumplimiento al objetivo propuesto la investigación se sustenta en el empleo de métodos teóricos, como el análisis y síntesis, histórico-lógico,deductivo-inductivo, hipotético-deductivoy sistémico-estructural. También se emplean métodos empíricos como:revisión documental, entrevistas, encuestas y herramientas del análisis económico.

Cost-benefit analysis is a technique that contributes to decision-making from an economic, social and environmental point of view. Its implementation in the management of ergonomic risks allows justifying the economic and social viability of ergonomic intervention studies in organizations. Hence, the importance of conducting this type of research as work tools for managers in relation to this topic. The objective of this work is to develop a methodology for the cost-benefit analysis of the management of ergonomic risks in public health institutions. The Center for Research and Rehabilitation of Hereditary Ataxias (Cirah) of Holguín is chosen as the object of application, due to its high social impact. The methodology is structured by three stages and nine steps, which follow the logic of the process approach and allow the cost-benefit analysis to be made, using calculation methods to estimate costs and benefits. Costs are estimated for the application of control measures and economic and social benefits due to the non-occurrence of work accidents and the appearance of occupational diseases. As a result of the cost-benefit analysis, it was obtained that 94.4% of the control measures are feasible in the economic and social order. To comply with the proposed objective, the research is based on the use of theoretical methods, such as analysis and synthesis, historical-logical, deductive-inductive, hypothetical-deductive and systemic-structural. Empirical methods are also used, such as: documentary review, interviews, surveys and economic analysis tools.
