Diagnóstico al sistema de gestión de la seguridad y salud en el trabajo en la UEB de Transporte Ferroviario del municipio Rafael Freyre

Abstract

La seguridad y salud en el trabajo (SST) tiene que constituir para las organizaciones uno de los procesos o actividades de mayor importancia para la gestión del capital humano. La Ley 116/2013 Código de Trabajo recoge en el artículo 126 que la SST tiene como objetivo primordial (…) garantizar condiciones seguras e higiénicas, prevenir los accidentes de trabajo, enfermedades profesionales y otros daños a la salud de los trabajadores y al medio ambiente laboral. Lograr un alto desempeño en la gestión de la SST debe ser una máxime para todas las organizaciones y su dirección, ante todo para preservar la integridad y salud de los trabajadores. La presente investigación se desarrolló con el objetivo de diagnosticar el sistema de gestión de la seguridad y salud en el trabajo (SGSST) en la Unidad Empresarial de Base (UEB) de Transporte Ferroviario del municipio Rafael Freyre, a través de la NC 18001:2005. En el desarrollo de la investigación se utilizaron métodos teóricos y empíricos, incluyendo técnicas y herramientas de la Ingeniería Industrial, los métodos teóricos empleados son el análisis y síntesis y el inductivo – deductivo y como métodos empíricos la entrevista informal, la revisión documental y la observación directa. Constituye el principal resultado de la investigación la identificación de un grupo de no conformidades con los requisitos de la NC 18001:2005, lo cual permitirá a la organización conocer el estado actual del SGSST y en función de esto proyectar soluciones para poder implementar el SGSST basado en la familia de NC 18000:2005.

The security and health in the work (SST) it has to constitute for the organizations one of the processes or activities of more importance for the administration of the human capital. The Law 116/2013 Code of Work picks up in the article 126 that the SST has as primordial objective (…) to guarantee sure and hygienic conditions, to prevent the work accidents, professional illnesses and other damages to the health of the workers and the labor environment. To achieve a high acting in the administration of the SST should be the meaning for all the organizations and their address, above all to preserve the integrity and the workers' health. The present investigation was developed with the objective of diagnosing the system of administration of the security and health in the work (GSSST) in the Base Managerial Unit (BMU) of Rail Transport of the municipality Rafael Freyre, through the NC 18001:2005. In the development of the investigation theoretical and empiric methods were used, including technical and tools of the Industrial Engineering, the methods theoretical employees are the analysis and synthesis and the inductive - deductive and like empiric methods the informal interview, the documental revision and the direct observation. It constitutes the main result of the investigation the identification of a group of non conformities with the requirements of the NC 18001:2005, that which will allow to the organization to know the current state of the GSSST and in function of this to project solutions to be able to implement the GSSST based on the family of NC 18000:2005.
