Diseño de una estrategia para la implantación de un sistema integrado de gestión en la UEB Felipe Fuentes Fernández de la Empresa Cárnica Holguín

Abstract

La presente investigación se realizó en la Unidad Empresarial de Base Felipe Fuentes Fernández de la Empresa Cárnica Holguín, teniendo como objetivo diseñar una estrategia para la implantación de un sistema de gestión basado en el enfoque integrado y por proceso en dicha entidad. En el marco teórico referencial se hace alusión a los principales conceptos de la investigación, donde se abordaron diferentes planteamientos realizados por varios autores acerca de la gestión empresarial, así como la importancia de la implantación de un sistema integrado de gestión en una entidad. Se propone un procedimiento basado en el de Marrero Batista, A. (2008), que sustentado en la filosofía de la mejora continua permite elaborar la estrategia y el plan de acción a seguir para la futura integración de los siguientes sistemas de dirección: dirección estratégica por objetivo y por valores, sistema de gestión de la calidad, sistema de gestión del capital humano, de seguridad y salud en el trabajo, de medio ambiente, control interno y prevención de ilegalidades y delitos. Con el diagnóstico de los diferentes sistemas de gestión se pudo detectar que los que presentan un mayor grado de deficiencias son: el sistema de seguridad e higiene ocupacional y el sistema de gestión medioambiental, influyendo en esto la falta de presupuesto para la ejecución de nuevas inversiones. Para la implantación del SIG en la UEB objeto de estudio se proponen un conjunto de estrategias resultando significativa aquella encaminada a solución de las deficiencias detectadas en el funcionamiento de los sistemas de gestión analizados.

The present investigation was carried out in the Managerial Unit of Base Felipe Fuentes Fernández of the Meat Company in Holguín, having as objective to design a strategy for the installation of an administration system based on the integrated focus and for process in this entity. In the mark theoretical referential allusion is made to the main concepts of the investigation, where different positions were approached carried out by several authors about the managerial administration, as well as the importance of the installation of an integrated system of administration in an entity. It was applied the procedure based on that of Marrero Batista, A. (2008), that sustained in the philosophy of the continuous improvement it allows to elaborate the strategy and the action plan to continue for the future integration of the following management systems: strategic management for objective and for values, system of administration of the quality, system of administration of the human capital, of security and health in the work, of environment, internal control and prevention of illegalities and crimes. With the diagnosis of the different administration systems was detected that those that present a bigger grade of deficiencies those are: the system of security and occupational hygiene and the system of environmental administration, influencing in this the budget lack for the execution of new investments. For the installation of the SIG in the UEB study object intend a group of strategies being significant that guided to solution of the deficiencies detected in the operation of the analyzed administration systems.
