Diseño de un sistema integrado de gestión para el proceso de nómina de la Empresa Eléctrica de Holguín

Abstract

Las empresas cubanas han obtenido excelentes resultados en la Gestión de la Calidad, por lo que basado en este resultado se hace necesario gestionar otros aspectos como Medio Ambiente, Seguridad y Salud en el trabajo y el Control Interno. Este trabajo tiene como objetivo integrar en un cuerpo único de requisitos el control interno, la gestión de calidad, el medio ambiente y la seguridad y salud en el trabajo, en el proceso de Nóminas de la Empresa Eléctrica Holguín en función de elevar su desempeño. Para ello se diagnosticó la aplicación del Sistema de Gestión integrado en el proceso y se diseñó a través de las normas NC ISO 9000: 2001 Gestión de la Calidad, NC ISO 14001:2004 Gestión de Medio Ambiente y NC ISO 18001:2005 Gestión de Seguridad y Salud en el Trabajo y la Resolución 297 del Ministerio de Finanzas y Precio de Control Interno, cómo lograr la gestión integrada de la calidad, el medio ambiente y la seguridad y salud del trabajo en el proceso. Se identificaron los requisitos legales aplicables al proceso, así como los riesgos y eventos asociados a las no conformidades y se crean programas de controles operacionales, de consulta y comunicación y de capacitación. Se diseñó además un plan de acciones correctivas que planifica la solución a las no conformidades detectadas durante la realización del diagnostico en el proceso objeto de estudio.

The Cuban companies have obtained excellent results in the Administration of the Quality, for that that based on this result it becomes necessary to negotiate other aspects like Environment, Security and Health in the work and the Internal Control. This work has as objective to integrate in an unique body of requirements the internal control,the administration of quality, the environment and the security and health in the work, in the process of Payrolls of the Electric Company Holguín in function of elevating its acting. For it was diagnosed it the application of the System of Administration integrated in the process and it was designed through the norms ISO: 2000 administration of the Quality, ISO 14001:2004 Administration of Environment and NC 18001:2005 Administration of Security and Health in the Work and the Resolution 297 of the Ministry of Finances and Price ofInternal Control, how to achieve the integrated administration of the quality, the environmentand the security and health of the work in the process. The applicable legal requirements were identified to the process, as well as the risks and events associated to the non conformities and programs of operational controls are believed, of consultation and communication and of training. It was also designed a plan of actions correctives that plans the solution to the non conformities detected during the realization of the diagnose in the process study object.
