Diseño del sistema de control de gestión de la facultad de Ingeniería Industrial de la Universidad de Holguín

Abstract

Uno de los factores internos a los que se enfrenta las universidades en el contexto actual, es su Sistema de Gestión, el cual debe estar dirigido hacia el logro de los objetivos de la organización en aras de dar cada vez mayores y mejores respuestas a las exigencias de la sociedad. La Facultad de Ingeniería Industrial de la Universidad de Holguín Oscar Lucero Moya, como parte del Sistema de Educación Superior cubano se ha propuesto el perfeccionamiento de su Sistema de Control de Gestión acorde al nuevo periodo de planeación estratégica. La presente investigación tiene como objetivo general: aplicar un procedimiento para el diseño del Sistema de Control de Gestión en la Facultad de Ingeniería Industrial de la Universidad de Holguín Oscar Lucero Moya acorde a las necesidades actuales de la educación superior cubana. Como principales resultados del trabajo se obtienen: la confección de la Matriz OVAR de la decana, la propuesta de un Manual de Indicadores de Gestión y el Cuadro de Mando Integral, así como la evaluación de los indicadores. Para la realización de la investigación se utilizaron diferentes métodos, del nivel teórico y empírico, incluyendo técnicas y herramientas de la Ingeniería Industrial como: análisis y síntesis de la información, a partir de la revisión de literatura y documentación especializada, así como de la experiencia de especialistas y trabajadores.

One of the internal factors that faces the universities in the current context, is their System of Administration, which should be directed toward the achievement of the objectives of the organization for the sake of giving every time bigger and better answers to the demands of the society. The Faculty of Industrial Engineering of the University of Holguín Oscar Lucero Moya, like part of the Cuban System of Superior Education has intended the improvement from its System Administration Control in agreement to the new period of strategic planning. The present investigation has as general objective: to apply a procedure for the design of the System Administration Control in the Faculty of Industrial Engineering of the University of Holguín Oscar Lucero Moya chord to the current necessities of the Cuban superior education. As main results of the work they are obtained: the making of the Main OVAR of the dean, the proposal of a Manual of Indicators of Administration and the Balanced Scorecard, as well as the evaluation of the indicators. For the realization of the investigation different methods were used, of the theoretical and empiric level, including technical and tools of the Industrial Engineering as: analysis and synthesis of the information, starting from the literature revision and specialized documentation, as well as of the experience of specialists and workers.
