Diagnóstico del ambiente de control a través de procesos claves del sistema de gestión integrada del capital humano, en la unidad de investigaciones para la construcción

Abstract

El presente trabajo se realizó en la Unidad de Investigaciones para la Construcción de Holguín con el objetivo de aplicar parcialmente un procedimiento que permita diagnosticar el componente ambiente de control, para contribuir a la mejora del control interno en la organización. El procedimiento utilizado consta de tres fases: Preparación inicial, Implantación del ambiente de control y Evaluación y ajuste. Estas fases se desglosan en pasos y tareas en las que se emplean diversas técnicas y herramientas. La aplicación parcial del procedimiento hasta el paso 5: Diagnóstico del ambiente de control, correspondiente a la fase 2, permitió diagnosticar este componente teniendo en cuenta los procesos, considerados como claves, del Sistema de Gestión Integrada del Capital Humano (SGICH). El indicador Nivel de Implantación del Ambiente de Control (NIAC), en esta organización obtiene un valor de 3.7415 concluyéndose tiene implantado el componente ambiente de control pero con deficiencias. El análisis de los indicadores bajo la filosofía del cuadro de mando integral en sus cuatro perspectivas (procesos, económica, de crecimiento y de clientes) evidenció que aunque no se comportan de forma desfavorable en el año 2009 con respecto al año 2008, no se alcanza el estado deseado en la mayoría de estos. Estos resultados corroboran la evaluación realizada del indicador NIAC en la organización. Las principales deficiencias que afectan este resultado se encuentran en los elementos que integran este componente y que obtienen un desarrollo bajo. Estos elementos son: integridad y valores éticos y competencias laborales.

This work was carried out in United of Investigations for the Constructions de Holguín enterprise with the objective of applying partially a procedure that allows diagnosing the component environment of control, for contributing to the improvement of the internal control in the organization. This procedure is composed by three phases: initial preparation, implantation of the control environment as well as evaluation and adjustment. These phases are divided in steps and tasks in which diverse techniques and tools are used. The partial application of this procedure up to step five: Diagnosis of the control environment, corresponding to phases two, allowed to diagnose such component taking into account the processes considered as keys, of the System of Integrated Management of Human Capital (SIMHC). The indicator Level of Implantation of the Control Environment (LICE), in this organization obtain a value of 3, 7415 concluding that the organization has the component environment of control implanted but with deficiencies. The analysis of the indicators under the philosophy of the chart of integral command in its four outlooks (processes, economical, of growing and of clients) proved that in spite of these outlooks do not behave in an unfavourable way during the year 2009 in relation to the 2008; the desired state is not reached in most of them. These results confirm the evaluation done of the indicator LICE in the organization. The main deficiencies that affect this result are found in the elements that compose this component and which get a low development. These elements are: integrity and ethical values, working competences.
