Diseño del Sistema de Control de Gestión de la Facultad de Ingeniería Industrial de la Universidad de Holguín Oscar Lucero Moya

Abstract

En la actualidad las universidades atraviesan por un entorno muy complejo y dinámico, uno de los factores que reviste gran importancia es su Sistema de Gestión, el que se enfoca en el logro de los objetivos previstos. La Facultad de Ingeniería Industrial de la Universidad de Holguín Oscar Lucero Moya, como parte del Sistema de Educación Superior cubano se ha propuesto el perfeccionamiento de su Sistema de Control de Gestión. La presente investigación tiene como objetivo general: aplicar un procedimiento para el diseño del Sistema de Control de Gestión en la Facultad de Ingeniería Industrial de la Universidad de Holguín Oscar Lucero Moya acorde a las necesidades actuales de la Educación Superior cubana. Para la realización de la investigación se utilizaron diferentes métodos, del nivel teórico y empírico, incluyendo técnicas y herramientas de la Ingeniería Industrial como: análisis y síntesis de la información, a partir de la revisión de literatura y documentación especializada, así como de la experiencia de especialistas, y trabajadores. Como principales resultados del trabajo se obtienen: la adaptación del modelo y procedimiento para el diseño del Sistema de Control de Gestión de Pérez Campaña, 2005 y de Ortiz Pérez, 2010, para su aplicación en la Facultad; la Matriz OVAR de la decana, así como la evaluación de los indicadores del Cuadro de Mando Integral.

The scenary of the Cuban universities is very complex dynamic at present. One of the decisive mechanisms of them is their Management System, which is focused on the achievement of the objectives declared within a period of time. The Faculty of Industrial Engineering at the University Oscar Lucero Moya needs this perspective of search, which should be in corresponding whit the changes of The National System of Education in the last decade. This means that the Management Control System requires to be improved. The general objective of this investigation is to apply a procedure for the design the Management Control System at Faculty of Industrial Engineering at the University Oscar Lucero Moya in Holguín, according to the current needs of the Senior High Education. Different methods were used, of the theoretical and empiric level, including technical and tools of the Industrial Engineering as: analysis and synthesis of the information, starting from the literature revision and specialized documentation, as well as of the experience of specialists, and workers. The main results of this investigation are: the adaptation of the form and procedure for the design of the Management Control System, which main authors are: Pérez Campaña, 2005 and Ortiz Pérez, 2010, for its application at the faculty the proposal of a strategic map, the analysis of the processes, among which one can see the use of maps, forms, the OVAR matrix of the Dean, as well as the evaluation of the Integral Management Scheme. All this to contribute to the management system at the university.
