La Gestión Pública y su Evolución Dialéctica desde el Pacto de Punto Fijo a la Revolución Bolivariana

Abstract

El presente artículo es resultado de la investigación que lleva por título La Gestión Pública y su Evolución Dialéctica desde el Pacto de Punto Fijo a la Revolución Bolivariana. Tuvo como objetivo indagar sobre la gestión pública y su evolución, así como de las condiciones políticas, sociales y económicas del Estado venezolano desde la era del pacto de Punto Fijo a la Revolución bolivariana. Se contextualizó en el escenario mundial de la globalización y las políticas neoliberales. Recrea las condiciones históricas del proceso en el diseño de políticas públicas desde la tecnocracia bipartidista y el rentismo petrolero. Se utilizó el método dialéctico para evidenciar las relaciones y contradicciones presentes. Finalmente, plantea la tendencia de la Revolución bolivariana en crear nuevos métodos de organización y participación en la planificación.

This article is the result of the investigation entitled Public Management and its Dialectical Evolution from the Pact of Punto Fijo to the Bolivarian Revolution. Its objective was to investigate public management and its evolution, as well as the political, social and economic conditions of the Venezuelan State from the era of the Punto Fijo pact to the Bolivarian Revolution. It was contextualized on the world stage of globalization and neoliberal policies. It recreates the historical conditions of the process in the design of public policies from the bipartisan technocracy and oil rentism. The dialectical method was used to highlight the relationships and contradictions present. Finally, it raises the tendency of the Bolivarian Revolution to create new methods of organization and participation in planning.
