La gestión del proceso de aseguramiento material y financiero en Instituciones de Educación Superior

Abstract

En la actualidad, las organizaciones y dentro de estas las Instituciones de Educación Superior (IES) se ven sometidas a retos, desafíos y presiones a los cuales tienen que responder con alto grado de creatividad y flexibilidad. Los principales retos están dados por la dinámica de la aplicación de los logros científico-técnicos, cada vez mayores limitaciones de recursos materiales y financieros, un entorno cada vez más agresivo y dinámico en el ámbito internacional, el crecimiento de las demandas sociales y la revolución de la informática y las comunicaciones. Tras estos cambios significativos, las IES concuerdan en reconocer la significación que posee la optimización de los recursos humanos, materiales y financieros, que permitan la mejora continua de los resultados de los procesos sustantivos universitarios. Por lo que la presente investigación tiene como objetivo, desarrollar un procedimiento con enfoque sistémico e integrado para la gestión del proceso de aseguramiento material y financiero en IES. El trabajo se estructura en tres capítulos, el primero sustenta el marco teórico prácticoreferencial de la investigación, donde se analizan elementos esenciales de la gestión del proceso de aseguramiento material y financiero en las IES y su impacto en las condiciones de estudio, trabajo y vida. El segundo muestra la concepción teórica en que se sustenta la propuesta de procedimiento, el cual tiene relación con los sistemas de evaluación y acreditación del Sistema Universitario de Programas de Acreditación (SUPRA). La aplicación realizada en la Universidad de Holguín permitió conocer las principales dificultades que afectan a la comunidad universitaria, entre estas: insuficiencias en la conexión a internet, instalaciones hidrosanitarias, áreas deportivas y reservas en la preparación económica de la comunidad universitaria, entre otras. Para su solución se propone un plan de acción con el objetivo de mejorar las condiciones de estudio, trabajo y vida y por tanto los resultados de los procesos sustantivos universitarios.

Nowadays organizations within the Higher Education Institutions (HEI) face challenges, risks and pressures to which they should respond with a high degree of creativity and flexibility. These challenges are given by the dynamics on the application of the scientific and technical achievements and the increasing limitations of material and financial resources in an even more aggressive and dynamic international environment; as well as the increasing growth of the social demands and the revolution of computer technology and communications. After these significant changes, the HEIs agree to acknowledge the importance of the optimization of the human, material, and financial resources that allow the constant improvement of the results of the substantival university processes. Hence, the present investigation aims at developing a procedure with a systemic and integrated approach for the management of the process of material and financial ensuring in HEI. The paper is structured in three chapters. The first one supports the theoretical-practical referential framework of the investigation where essential elements of the management of the process of material and financial ensuring in HEI are analyzed as well as its impact on the study, work and life conditions. The second one shows the theoretical conception where the proposal of procedure is supported, which is related to the systems of evaluation and accreditation of the University System of Accreditation Programs (SUPRA). The application accomplished at the University of Holguín permitted to know the main difficulties that affect the university community, such as: insufficiencies in the internet connection, hydro sanitary systems, sports areas, reserves in the economic preparation of the university community, among others. In order to solve these, an action plan is proposed to achieve an improvement on the study, work and life conditions and therefore results of the substantival university processes.
