Sistema de indicadores para la evaluación del desempeño en entidades constructoras en perfeccionamiento

Abstract

El entorno empresarial actual a la vez que ofrece a las empresas más oportunidades para su desarrollo satisfactorio, también las hace más vulnerables debido a que cada vez este se vuelve más dinámico e incierto. En Cuba la puesta en práctica de la actualización del Modelo Económico Cubano constituye una respuesta oportuna a los cambios que se han venido sucediendo en escenarios nacionales e internacionales. En el caso de las empresas en Perfeccionamiento Empresarial y en particular las del sector de la construcción, se han ido iniciando un conjunto de acciones orientadas a incrementar al máximo la eficiencia y eficacia en aras de lograr un buen desempeño. En este sentido, deben disponer de herramientas que tributen a evaluar los 18 sistemas que lo integran. En relación a lo anterior se hace necesario dirigir esta investigación a diseñar el sistema de indicadores en entidades constructoras en perfeccionamiento para la evaluación del desempeño empresarial, como vía fundamental para profundizar en las causas que inciden en sus resultados. La propuesta de este sistema de indicadores se aplicó parcialmente en la Empresa Constructora Militar No.2 (ECM No.2). Los resultados obtenidos indican que en seis sistemas se manifestaron dificultades. El más afectado fue Organización de la Producción de Bienes y Servicios. El factor inhibidor de mayor incidencia fue el Tener. En función de los resultados se propusieron las soluciones. Para la realización de la investigación fue necesario la utilización de métodos y técnicas como: análisis-síntesis; inductivo-deductivo, Método Delphi, revisión documental, voto ponderado, entre otras.

In the event of the companies in Entrepreneurial Perfecting and in particular give them the construction's sector, they have gone away initiating a set of orientated actions to increment to the full the efficiency and efficacy for the sake of achieving a good performance. In this sense, they must have tools that they pay tribute to evaluate the 18 systems that integrate it. To direct this investigation to design the system of indicators at construction entities in perfecting for the entrepreneurial performance evaluation like fundamental road, to delve deeply into the causes that have an effect on his results becomes necessary in relation to the above. The proposal of this system of indicators was applicable partially in the Construction Firm (ECM No.2). The obtained results suggest that difficulties were shown at six systems. The most affected was Organization of the Production of Goods And Services. The inhibitory factor of bigger incidence was the Have. They set themselves their solutions in terms of the results. Utilization was necessary of methods and techniques for the realization of the investigation like: Analysis synthesis; Inductive deductive, Method Delphi, documentary revision, vote pondered, between another one.
